What does the age on a toy box mean?
The age grading on a toy is a safety rating as much as a skill guide. A toy marked 3+ may contain small parts that are a choking hazard for younger children, however easy the toy looks.
In the United States, toys for children under 3 must pass the small parts test: no piece, including one that breaks off during testing, may fit inside a standard test cylinder about the size of a toddler's throat. Keep toys for older siblings away from babies and toddlers for the same reason.

Follow the maker's age grading for safety, but choose within it by the child's interests. A child who loves building will get more from a harder set than one who only likes pretend play.
How toy safety is regulated
Toys sold in the US must meet ASTM F963, the toy safety standard that became mandatory under the Consumer Product Safety Improvement Act of 2008. Toys for children must be tested by a CPSC accepted laboratory, and the maker has to issue a Children's Product Certificate before selling them.
In the EU and UK, toys must carry a CE or UKCA mark showing the maker declares they meet toy safety rules. Buying from the brand's own store or an authorized retailer is the simplest way to be sure a toy was actually tested.
Be extra careful with button batteries and small magnets. Both can cause serious internal injuries if swallowed, which is why the US now requires products that contain button batteries to have secured battery compartments under Reese's Law, and why loose magnet sets are not toys for young children.
Buying toys from online marketplaces
Marketplaces list toys from many third party sellers, and the cheapest listing for a branded toy is not always genuine. Check who the seller is, look for the brand's official store on the marketplace, and be wary of prices far below every other retailer.
